The shrimp usually do this to make a home.

The Goby will scoop up mouthfuls of sand, sifting through it in search of zooplankton or tiny animals, phytoplankton or tiny plants, and pieces of algae. These fish will also sit in a strong current, using their suction cup to stay attached to a rock. Then they pick out zooplankton and phytoplankton from the water passing by.

I would think once it makes a hole it would just keep it clean and not mess with any other part of the tank.

Get your hands on some rubble rock and make little rock piles here and there for the shrimp. He will soon choose this as his burrow and possibly have more than one burrow. Use small pieces by crushing a few larger rocks. He's gonna look for the best spot for a burrow. Like Eric said, once he finds a suitable place he will keep it cleaned out. Do yellow watchman gobies pair with shrimp?
