Bulb issue

What causes a light to only just start to turn on.

My step-daughters power went out and this picture is now what the bulb is doing. Is it a ballast or bulb issue?

not 100% but id say ballast

yeah that is what I am thinking and that will not be good, I will let her mom tell her the bad news. I will maybe oen it up tomorrow and check it out.

I removed the Cap from the ballast and sent them to Downtown to see if they could find a new one.
